Currently the world's fresh water accounts for only 2.5% of the total water resources, of which more than 70% is frozen in the arctic and Antarctic ice sheets, and it is difficult to use the snow on the mountain glaciers and permafrost, 87% of the fresh water resources is difficult to use. 鉴于全球淡水资源不仅短缺、许多国家将很快陷入缺水的困境，经济发展将受到限制，1993年1月18日，第47届联合国大会作出决议，确定每年的3月22日为“世界水日”。1988年《中华人民共和国水法》颁布后，水利部即确定每年的7月1日至7日为“中国水周”，考虑到“世界水日”与“中国水周”的主旨和内容基本相同，故从1994年开始，把“中国水周”的时间改为每年的3月22日至28日，时间重合，使宣传活动更加突出“世界水日”的主题。
